CS issues fresh order on officiating/ OTP issue; warns action

ITANAGAR, May 28: After non-compliance of Raj Bhavan’s office Memorandum in which Governor J P Rajkhowa had directed all the Principal Secretaries, Secretaries and Commissioners of various department to cancel all functional/officiating appointments and out of turn promotion with immediate effect on February 11, 2016, Chief Secretary Shakuntala D. Gamlin on May 23 has issued a fresh order directing all concern to comply with the order failing which action will be initiated for wilful disobedience.

The Chief Secretary’s fresh order came after majority of the departments choose to ignore the order with exception of the PWD, which made an effort to implement it, albeit ineffectively. The governor’s order was mocked by the departments after lifting of President Rule from Arunachal. The Rural Department was the first department which responded, however most of the officers challenged the order in the court and put a spanner on it.

After taking charge of the state, Chief Minister Kalikho Pul had assured the people that he would stand by the Governor’s order to streamline the promotion system.

Then Chief Secretary Ramesh Negi also had issued a subsequent order to all concern which was silently ignored.

The chief secretary expressed her anguish over non-compliance of order by the head of departments. She further stated that wilful disobedience of the governor’s order by the appointing authority is unbecoming of a government servant, which would attract relevant central service (conduct) rules.

“Two months time has elapsed but the head of departments, appointing authorities are yet to act upon and comply with order of the HE Governor of Arunachal Pradesh which is a willful disobedience

by the Heads of Department as well as the appointment authorities which is unbecoming of a government servant attracting relevant central service (conduct) rules” CS order stated.

Chief Secretary’s axe may now fall on many departments and officers as well. With her latest order, there is reportedly simmering tension among the departments as petitions challenging the orders have already choked many. Now, all eyes will be on the fresh order and how effective it is going to be.

CM woos investors, offers specific tax benefits in ERC meet

KOLKATA, May 28: The Arunachal Pradesh Government has initiated several policy measures and incentives for attracting investors in the state, said Chief Minister Kalikho Pul today while addressing the second meeting of Eastern Regional Council organised by the Confederation of Indian Industry (CII) here.

Speaking on the policy initiatives on boosting investment climate in the state, the CM said that the state government has put in place a single window system for all statutory approvals and clearances through a State Level Industrial Empowered Committee.

The Chief Minister also assured that the state government would offer specific tax benefits whereby State and local duties and entry taxes would be waived off. He assured that wherever land is needed, the government will acquire it for investors.

Further assuring administrative support to the investors, the Chief Minister said today Arunachal has a dependable administrative support for investors and peace and security has been given top priority.

Speaking on investment ready sectors, the CM said that the state has bright prospects for infrastructure development, agro-processing and horticulture, non-timber based industries. Similarly, there are also tremendous prospects for investments in hydropower, tourism healthcare, education, information technology, electronics and IT based industries, skill development, engineering and allied industries and mineral based industries, said the CM.

Stating that Arunachal has become one of the fastest growing states in the country, the CM said in January 2014, for instance, Arunachal Pradesh topped the list of states in terms of total fresh investment, in all attracting 11 new projects with an aggregate investment of Rs 4,953 crores.

Reiterating the shared objective of converting potential into prosperity, the Chief Minister said that the state government looks forward to an engagement with the CII and the industry on a long-term, opportunity driven. (PRO to CM)

Mortal remains of brave-heart Dada brought to his native village, thousands mourn

KHONSA, May 28: A pall of gloom descended over Arunachal Pradesh in general and Tirap district in particular when the lifeless body of the brave martyr Hav. Hangpan Dada was brought to Khonsa by a special Army helicopter and finally to his native village Borduria by road on Saturday afternoon. His body was received at Khonsa helipad by Tirap Deputy Commissioner Ravi Jha, former Minister James Lowangcha Wanglat, HoDs, Army personnel and Assam Rifles representatives and public leaders and was escorted to Borduria village.

People from all walks of life lined up on the roadsides from Khonsa to Borduria with tears in their eyes and prayers in their lips.

Hav. Hangpan Dada, son of late Senwang Dada and late Toigin Dada laid down his life while fighting heavily armed terrorist in Naugam Sector, Kupwara, Jammu and Kashmir.

A mass prayer was conducted at Borduria mini stadium in the evening by Rev. Fr. Pradeep in which hundreds of mourners paid floral tributes to the brave soldier.

Chief Minister Kalikho Pul accompanied by Education Minister and chief of Borduria Wanglin Lowangdong, Pasighat MLA Kaling Moyong and other dignitaries will pay their homage to the martyr at Borduria on 29th May.

Meanwhile, Deputy Chief Minister Kameng Dolo conveyed his deepest condolence to the grief stricken family members of martyred soldier Hangpan Dada.

Dolo in his condolence message said, “I salute the brave soldier, who gave his life for the cause of the nation. No words are enough to describe indomitable spirit and courage shown by him for his motherland “, Deputy Chief Minister added.

Also expressing his solidarity with the people of Borduria and his well wishers, Dolo said martyr Wangpan Dada has lived to the words of soldiers, who sacrificed their today’s lives for our tomorrow.

Dolo also felt that a martyr memorial in the heart of state capital be erected in memory of our brave Indian soldiers in recognition to the their supreme sacrifices made for the state and the nation.

Terming Late Dada a brave heart to make India proud, Education Minister Wanglin Lowangdong said, “He is our hero and continue to inspire us forever.”

Dada, killed four militants but fell prey to a volley of bullets, Lowangdong said, adding “I salute the martyr and pray for his departed soul to rest in eternal peace".

He has been recommended for Ahsok Chakra in recognition of his selfless sacrifice, Lowangdong added.

Congress Legislature Party (CLP) Leader and former Chief Minister Nabam Tuki paid rich tributes to Martyr Hangpan Dada, who made the extreme sacrifice.

In a message this evening, Tuki expressed grief over the demise of Dada but took pride in the fact that he hailed from Tirap district of Arunachal Pradesh and sacrificed his life for the country at such a tender age.

“Nothing can take away the pain of Late Dada’s grief-stricken family. But nothing can either take away the pride people of the state are feeling right now,” he said.

Tuki pointed out that the bravery exemplified by Dada in fighting four heavily armed terrorists in the harsh terrains of frontier Jammu and Kashmir and killing them before sacrificing his life is a testament of courage and patriotism nurtured by the people of Arunachal Pradesh for their motherland.

“Late Dada is not dead. In his sacrifice he has immortalized himself and has become an inspiration for thousands of Arunachalee youths. I salute the brave son of the soil and the Indian Army for whose sacrifices we sleep in peace,” Tuki added while expressing optimism that that the Central as well as the State Government and the Army will give the martyr his due honour.

The former Chief Minister prayed for eternal peace of the departed soul and strength to the bereaved family members to bear the irreparable loss.

Meanwhile, the Bharatiya Janata Party, Arunachal Pradesh has extended heartfelt condolences to the bereaved family of the brave heart late Havildar Hangpan Dada.

The party in its condolence message termed his death as a great loss to the nation and the security force.

His display of valour while fighting the enemies of the country forgetting his personal safety and security is unprecedented, the party said and prayed to the almighty God for the eternal peace of the departed soul.

Governor condemns the intimidation issued to cancer patients

ITANAGAR, May 28: The Governor of Arunachal Pradesh JP Rajkhowa has vehemently condemned the intimidation issued by the builder of Arunachal Bhawan, Navi Mumbai, to the cancer patients, who are staying there for medical treatments, as reported in the media.

Expressing his concern for the patients, the Governor has called for immediate intervention of the State Chief Minister in the interest of the people of Arunachal staying there, particularly the Cancer patients.

The Governor, who took time out of his busy official engagements and visited the state government property during his recent visit to Mumbai, has already asked the Chief Minister to post a Deputy Resident Commissioner to look after the interests of Cancer patients and students in particular and managing the precious property of the state government. As per Wikipedia, Arunachal Pradesh and North East India lie in Seismic Zone V. In technical terms, it means that Arunachal Pradesh is located in the zone wherein the most severe earthquakes are likely to occur.

As per India Meteorology Department data, 31 Earthquakes of magnitude 3.0 and more on Richter Scale has hit North East India in the last 5 months of 2016! This is an average of 6 Earthquakes per month! During the last five months, 11 Earthquakes of magnitude 4.0 and more on Richter Scale have hit North East India including 2 Earthquakes above 6.0 on Richter Scale!

Now that we know that we live in an area with high probability of strong Earthquakes hitting us...What should we do about it?

During an Earthquake, the most conventional and widely accepted practice by the disaster-response community is the “Drop, Cover and Hold On” technique, which trains people to take cover beneath something like a heavy table and hold on till the shaking stops to avoid falling objects. These training and practices are now being implemented by most govt agencies.

During an Earthquake, if we’re in a house or building, our first impulse might be to run outside - but, counterintuitive as it might sound, experts warn against that since people are too often killed/injured by falling or fallen debris as they try to run outside the buildings.

A newer method for Earthquake protection is known as the “Triangle of Life” technique. It recommends lying down in a foetal position not under but next to furnitures. As roofs and walls collapse atop those sofas and desks, buffer spaces are created that protect people from being crushed.

In this method, during an Earthquake, lie down in foetal position next to any available furniture like tables, boxes, almirahs, cabinets, sofas etc.

“If you’re going to play the odds, Drop and Cover may be the best way to go, but a lot of emergency responders might say Triangle of Life may be better because they’re the ones who see the fatalities in buildings that collapse.”

The other aspect is construction of our buildings and infrastructures. Since our lives are at stake, it is better sense to consult a structural engineer for Earthquake safety.

It is a scientifically proven fact that our traditional houses and older Assam type houses were safer in Earthquakes. However, almost all new buildings are RCC constructions. RCC buildings may cause extensive damage if not constructed catering for Earthquake protection.

The other aspect is to keep an emergency bag ready in an easily accessible location. The emergency bag should contain very essential items like medicines, torch with batteries, water, knife, match box, chocolates, radio, cash etc.

Till date Earthquakes cannot be predicted; however, we may prepare for an Earthquake to reduce losses and injuries by constructing our buildings/ infrastructures as per standard, practicing Earthquake drills and by increasing awareness in our citizens. Awareness amongst the public may be undertaken vide bold messages on TV, Radio, newspapers, putting up posters at public places, lectures in schools/colleges, social organisations etc.

Earthquakes don’t kill...buildings and infrastructures kill...!!

Rebia takes stock of storm-hit Balijan

BALIJAN, May 28: Doimukh MLA Nabam Rebia on Saturday visited and took stock of the storm- hit Balijan circle.

Accompanied with government officials and panchayat leaders, Rebia visited Lower and Upper Toubung villages, Forest colony, Market line, VKV School and Police station.

Rebia met and consoled all the families whose houses were damaged in the storm. As an immediate relief measure, the MLA contributed some financial help and announced 40 to 60 pieces CGI sheets as per requirement to the storm victims. He also provided financial help for medical treatment to one Ngurang Bina who sustained injuries during the storm.

Later, in a meeting held at the Circuit House with the officials of the local administration, panchayat members including the Principal of VKV School, owner of Little Angel School, Headmaster of Middle School and others, Rebia appealed all to be careful and help each other during the time of distress and take precautionary measure while constructing the houses.

Further, the MLA has also appealed the state government to immediately provide relief as per guidelines to the victims. He also directed the DDMO to submit the detail of the property loss assessment to the government for consideration and disbursement relief and rehabilitation to the victims immediately.

DDMO Dawa Thinley, BDO Balijan, Jumto Bam, AE Power Balijan electrical sub division Janu Tayeng, ASM Chairperson Teli Kai, panchayat and youth leaders of the area were present on the occasion.

WHL organizes free HIV testing camp

ITANAGAR, May 28: Arunachal Women Help Line (WHL) in collaboration with Arunachal Pradesh State AIDS Control Society (APSACS) and Team VIHAAN organized a two days free HIV counseling and testing camp for migrant labourers and women sheltered at Short Stay Home of Oju Welfare Association (OWA).

Various modes of transmission of HIV virus were informed to the participants during two days camp. They were encouraged to promote behavioral change to reduce the increasing risk of HIV.

Integrated Counseling Testing Centre (ICTC) along with HIV counselors from VIHAAN conducted the test using rapid whole blood finger prick test kits.

A total of 150 people have availed the opportunity. The objective of the camp was to create awareness among the public about HIV and encourage vulnerable groups as well as general public for voluntary HIV testing.

Itanagar Municipal Councilor (Ward No.25) Kipa Takum also supported the camp.

Pul takes stock of state Govt properties in Shillong

SHILLONG, May 28: Chief Minister Kalikho Pul on Saturday visited the Old Arunachal Pradesh Secretariat building here to take stock of the facilities being provided and to assess the physical condition of the building.

The secretariat building constructed in late 1960’s, is partly occupied by the ITBP personnel and by the students from Arunachal studying in Shillong. Around 3000 students from Arunachal are studying in various colleges and universities in Shillong, according to Arunachal Students Union Shillong.

While inspecting the dilapidated building, the Chief Minister announced for complete renovation of the building to provide decent accommodation for the students. The building was in need of urgent repairs. All its electrical wiring had worn out and had outlived its life. Also the entire building had no drinking water facilities and the occupants had to purchase it.

Accordingly, the Chief Minister asked the Deputy Resident Commissioner to make complete assessment of the building involving PWD, Power and PHE officials and submit a comprehensive proposal within two weeks.

The Chief Minister also inspected the facilities in the ITBP occupied areas in the building. He asked the ITBP officials to submit proposal for any infrastructure renovations and for additional facilities to improve the living condition.

Earlier, the CM inspected the site for construction of guesthouse to accommodate patients from Arunachal near the NEIGRIHMS campus. The land purchase has been completed and is in the process of transfer. Upon completion of construction of the guesthouse, it will accommodate patients coming to Shillong for medical treatment.

The Chief Minister also inspected the staff quarters of DRC office and asked the officials to submit proposals for complete renovation of quarters. (PRO to CM)

MP asks students not to involve in party politics

RUKSIN, May 28: Member of Parliament (MP) for Arunachal East constituency, Ninong Ering has urged the student community not to involve in party politics, saying that political involvement in young age hampers one’s academic career and personality development. He also asked them to maintain discipline and keep competitive mind in study for success.

Ering was addressing a ‘Student Meet’ at Rayang village near Ruksin on Saturday. He discouraged collection of donation by student union and other organizations saying that it was affecting the society negatively.

Citing various developmental achievements initiated by him in the area, Ering claimed that he has taken every possible step for infrastructure development of the area. Ering said he was putting priority for Pasighat West constituency to avail the Pradhan Mantri Ujjwala Yojana of free LPG connection to BPL households.

Responding to a memorandum submitted by PRI members of Rayang village on the occasion, the MP assured to grant Rs. 20 lakhs from his Local Area Development (LAD) fund for re-construction of Rayang Village Community Hall in East Siang district. He assured to release the fund in phase-wise manner during the next financial year and suggested the local leaders to constitute a committee to keep vigil on construction activities.

Rayang Community Hall was constructed four decades ago and is in a dilapidated condition without any renovation and maintenance.

Among others, Ruksin ADC T Pada, Ruksin Anchal Chairperson, Aruni Jamoh and public leader Takin Taying also spoke on the occasion and advised the students to put their attention in studies, games and sports and cultural activities.

Lala Sporting Club and Officers’ Badminton Club men & women team champions

ITANAGAR, May 28: Lala Sporting Club and Officers’ Badminton Club, Naharlagun won the men and women’s titles in the first ever state level Inter-Club Badminton Team Championship held at Raj Bhawan Badminton Court, Itanagar on Saturday.

Lala Sporting Club beat Lower Dibang Valley Badminton in two straight sets (2-0) in final to clinch the title.

Officers’ Badminton Club women team represented by Irani Sonowal and Apali Mega downed their opponents 2-0 in the final to become team champion.

East Kameng Badminton Club and Seijosa Badminton Clubs finished second runners up in women’s category.

In men’s category, Komrin Badminton Club and Lower Subansiri Badminton Clubs won the second runners up titles.

MLA Tesam Pongte and Arunachal State Badminton Association secretary Bamang Tago gave away trophies with cash prizes, medals and certificates to the winners and runners up teams.

Minister Kumar Waii also attended the closing function.

Around 300 players from various clubs affiliated to ASBA from across the State took part in the championship, informed organizing committee chairman Nich Bapu.

Penya Bagra was the match referee.

The tournament was conducted by ASBA.

‘Complete culvert soon’

ITANAGAR, May 28: Expressing concern over the inordinate delay in completion of the culvert near Niba Hospital and Him petrol pump, the All Arunachal Contractor’s Welfare Association (AACWA) today appealed to the Deputy Chief Minister-cum-PWD Minister to intervene into the matter for early completion of the same.

The AACWA in its release today said that due to the negligence of concerned department the contractors were carrying out their work as per their convenience which caused huge traffic jams.

It also claimed that the recent blacktopping work carried out at Itanagar-Naharlagun and Nirjuli is of substandard quality and urged the concerned department to deploy a qualified and experienced site engineer to monitor the works.

It further suggested the GoAP to introduce challan system to check violation of traffic rules at the twin capital cities.

Social service conducted at Daporijo

DAPORIJO, May 28: Social service was conducted in various colonies and markets in Daporijo township as part of Swachh Bharat Abhiyan on Saturday.

Roads and drains were cleaned while colony roads were repaired. People came forward voluntarily and contributed financial assistance to repair the colony roads.

Meanwhile it was also informed that regular social service would be conducted to keep the town neat and clean.

Transport Federation demands parking lot in Aalo

ITANAGAR, May 28: The All Arunachal Pradesh Public Transport Federation (AAPPTF) led by its president Dobing Sonam and general secretary Gyamar Talak has sought for an allocation of parking lot(s) for all the commercial vehicles plying within the Aalo Township in West Siang district.

In a memorandum submitted to the West Siang Deputy Commission on Thursday last, the federation informed the DC that due to the non-availability of proper parking lots, the drivers of commercial vehicles like Tata Sumos, trucks, bus etc are not able park their vehicles properly, hence causing huge traffic congestion in the market area.

“The cab owners are forced to park their vehicles in the market area or at the roadside causing obstacles/traffic jam and it at the same time also causes immense problem for the commuters,” AAPPTF stated further appealing the DC to look into the situation at the earliest.

It was informed that after a patient hearing the DC had assured to look into the grievances of AAPPTF and has also extended his cooperation to the federation. The team also met West Siang DTO.

‘Mahaniskromon’ released

ITANAGAR, May 28: A historical book ‘Mahaniskromon', (The great exile) was released by Prof. Sugata Bose, Gardiner professor of history, Harvard University and grandson of Netaji Subhash Bose in a function at NEDFI Auditorium, Guwahati on Saturday.

The book has been translated in Assamese language by noted writer and vice president of Arunachal Pradesh Literary Society (APLS) Ajanta from its original text in Bengali written by Dr. Sishir Bose.

Speaking on the occasion, Prof. Bose shared many untold stories of freedom movement centered around Netaji. The book translated by Ajanta may be considered as yeoman service to the people of Arunachal and north eastern states, he said.

Both Ajanta and publisher Biplob Baruah of Bedakantha Publication, Jorhat also spoke on the occasion.

An APLS team led by R N Koley, Editor APLS and Assistant Director of Research department attended the book release function and felicitated Prof. Bose with a traditional 'Khata' on behalf of APLS.

Training workshop held

TEZU, May 28: A training workshop aimed at creating awareness about agro-based cottage industry activities for rural women was conducted by the Department of Women and Child Development, Tezu at BRC Hall, here on Friday last.

Addressing the large number of women trainees on the occasion, Tezu CDPO, Susan Krisikro highlighted the importance of agro-based industries which can help them generate income to become self reliant.

Agriculture Development Officer, Soronso Chaitom urged the womenfolk to take up mushroom cultivation and informed them about the loan schemes available in the department.

Resource persons from departments of Horticulture and Textile & Handicrafts also assured every possible help through their departments.

Later, during an interactive session, the trainees were informed about various programmes and policies available with the concerned departments.
